Many liberal peace theorists are of the view that it is only when an end is put to tyranny around the globe and when universal liberal democracy and respect for human rights exist that international peace will prevail. In so far as democracy will also check the power of leaders and states, wars are likely to become less prevalent when, and if, democracy flourishes throughout the world. While, admittedly, there are different forms of democracy, democratic governments on the whole are representative of the people they govern and thus take on their characteristics.

Earlier, we suggested that our efforts in this book are something akin to providing a teach-yourself language book. IR theory (presented herein through the device of theoretical perspectives) ‘matters’ because it provides us with a language, a vocabulary and a set of concepts through which we understand reality and frame our actions and prescriptions in international politics. Having explained the basic theoretical and conceptual underpinnings of IR and described the structure of this text, it is now time to get on with speaking the language of IR.

In so doing, we are trying to convey a sense of how theoretical discussions are inevitably shaped by context and historical circumstance.
